Park and Village Service

The Park and Village Service (PAVS) provides free resources, advocacy and information on the rights and responsibilities of residential park and manufactured home estate residents.

The NSW Government recently announced that PAVS's funding would cease on 30 November, 2013.

For the past 17 years, 100% of PAVS funding was provided by the NSW Government.  An independent review of PAVS conducted in March 2013 declared that PAVS was meeting or exceeding all funding obligations and was "providing a highly-regarded and considerable service to the network, residents' groups and residential park residents" and "the need for this specialist service is clearly evident". As part of their advocacy role to protect all residential park residents, PAVS has critiqued the Minister for Fair Trading's proposed Residential (Land Lease) Communities Bill 2013 for its favouring of owners and operators over the rights and protection of vulnerable residents.

The NSW Government subsequently ceased all funding for PAVS and has indicated that it will no longer fund any specialist advice service of this kind.  Since this funding cut, there is no specialist advocacy service able to provide expert advice specific to residential parks matters.
